Tri-State Design and Development, Inc. delivers proven engineering and project-management services for transportation, construction, and public-facility projects throughout Western Pennsylvania.
Founded in 1983, Tri-State's leadership team is skilled in broad-base design, supervision, project management, construction management and inspection, and administration. They oversee a project staff ready and able to handle the layout, design, field survey, field inspection, reports, rehabilitation design, construction plans and specifications, and other design services required for any project.
Our in-house staff includes experienced managers, registered professional engineers and surveyors, construction inspectors, and CADD designers. Our staff is equipped with the latest hardware and a library of up-to-date software. Our firm is well recognised for our work on public projects and buildings throughout Western Pennsylvania.

Founder and Honorary Chairman
Founder and developer of Tri-State Design and Development, Mr. Patel has grown the firm since 1983 into a multi-disciplinary consulting design and inspection organisation. He brings over 50 years of broad-based design, inspection, supervision, and project administration experience across highways, metals, chemical plants, and transportation structures — from box culverts to multi-span girder bridges.
President
Er. Dr. Raju is a Civil and Geotechnical Engineering expert with over 30 years of professional experience leading design and business management across Asia and Europe. During his tenure at a major international consulting firm, he was responsible for the strategy and growth of the transportation and infrastructure business across the India and Europe regions.

Vice President
With 38 years of transportation-engineering experience, Mr. Hoffman oversees business development, proposals, cost control, training, project development, and QA/QC. His expertise covers highway design, construction phasing, traffic control, erosion control, NPDES permitting, airport design, and construction inspection for State DOT, county, and municipal clients in Pennsylvania and West Virginia.
